I wish and if only are both used for talking about things that we would like to be different. They can be used in the past, present, and future.

We use I wish to talk about present and future situations:

We use if only to talk about past situations:

If only I had studied harder, I would have gotten a better grade. (past situation)
If only I hadn’t been so lazy, I would have finished my project on time. (past situation)

Both I wish and if only can be followed by that:

I wish that I had more time to study English.
If only that I had studied harder, I would have gotten a better grade.

However, this is not very common in spoken English. It is more common to use I wish without that:

I wish I had more time to study English.
I wish I hadn’t been so lazy, I would have finished my project on time.

We can also use I wish and if only without a following clause. In this case, we are usually talking about our present situation:

I wish. (= I wish things were different.)
If only. (= I wish things were different.)
